-s sets JAMSHELL in the global module. An updating
action is evaluated in the module of its toolset.
There's no way to set JAMSHELL globally. Also, I
assume that you only want the script to be called
for running the tests, not for the compiler. What
you want is testing.runner=.../run_on_android.bat.
