[Boost-build] headers target

While trying to build the boost-build documentation on the develop 
branch I noticed that it is now required that the root of the boost 
directory must have the headers target executed or quickbook will die in 
a fire.

Who maintains the Jamroot for boost? I think most if not all libraries 
need to have the headers target added as a dependency. My naive attempt 
at adding /boost//headers to quickbook pissed off boost-build.

Thoughts?
