[Boost-build] `../../../b2 -a` fails to update headers

Hi,

I'm attempting to do some fixes in
libs/conversion/include/boost/lexical_cast.hpp but looks like `../../../b2
-a` does not update the headers in boost/ folder any more.

Calling `./b2 headers` or `./b2 headers -a` does not help either.

Is that a known issue or am I doing something wrong?
