[Boost-build] Documentation build on develop

I am trying to build documentation on develop branch, and get this error:

        Error: no ID for constraint linkend: bbv2.reference.modules.numbers.less.

This reference is in sequence.xml, added here:

        Date:   Tue Mar 11 20:08:22 2014 -0700

            Add documentation of the sequence module.

I did rebuild quickbook just in case, and when I remove this reference, I get normally
looking documentation.

Steven, am I doing something wrong, or there's some documentation file missing?
