AMDG

1) It breaks the regression tests.
2) It causes strange looking paths, which is the cause of (1)
3) It's pointless, because it always matches target-os,
   and cannot be overridden (if you try, toolset.requirements
   will just change it back).
4) The vxworks branch in set-link-flags is dead, and the
   osf branch is broken.
