So that the CMake effort doesn't run into the same problems, please be
aware that from the release manager's perspective one of the weakest
points of the current system bjam based system is building the docs.
The tool chain is very long, much longer that with library builds or tests.
Difficult to diagnose and fix failures occur regularly. For example, the
crisis of the moment is that on Linux, building docs with POSIX line
endings works fine, but building them with Windows line endings fails,
and the docs team hasn't been able to come up with a fix.
Docs builds are going to need extensive testing, and on multiple machines.
