Log:
Removed DOCTYPE and dtd specification to avoid RenderX repeatedly downloading the web copy of this file.  Comments on this in svg.hpp.  Checked that dist and sf graphs svg generated and render OK with browsers offline but not regenerated pdf with renderX.
