Well, asking on boost-docs is only right if we assume that only folks on
that list will ever need to build docs; which I don't think is the case.

I'm not going to argue this point further -- after all, for better or for
worse, I'm not using Windows on a daily basic; but it seems adding more
requirements without discussion on boost-devel is not right.
