This error seems odd, since reference.xsl is in the
same directory as docbook.xsl.

What's in your boostbook_catalog.xml?
I can build the docs fine as of revision 62083.
What version of xsltproc are you using?

I have
C:\boost\trunk\libs\config\doc>xsltproc --version
Using libxml 20706, libxslt 10126 and libexslt 815
xsltproc was compiled against libxml 20706, libxslt 10126 and libexslt 815
libxslt 10126 was compiled against libxml 20706
libexslt 815 was compiled against libxml 20706

Other than that, I don't know. I have almost exactly the
same command line.
