Trying to restore support for GCC 4.8, I hit the compiler bug:

This prevents GCC 4.8 from fully support Boost.MP11 features:

"g++ 4.7, 4.8 have difficulties with preserving top-level const"

Since GCC 4.8 is dying now, despite it claims to be C++11
compiler, I'm going to drop support for GCC 4.8.

If there are any objections, speak now or, better,
submit PR with patches if you see it reasonable and
feasible to support GCC 4.8.
