Sample cmake-variants.yaml for Visual Studio Code + CMake Tools

Hi,

Quick note that I've added sample with GIL-specific configuration
for  Visual Studio Code + CMake Tools extension

I have tested it on Windows with Visual Studio 2019 kit to build
and run tests, and it works brilliantly! It makes VSCode is lightweight
but fully featured alternative IDE for GIL development.
