I think everything is all set.  Peter Dimov took over maintenance of
Boost.Function, otherwise
everything except for one executable bit file change from edeiner in
ptr_container is the only
discrepancy between develop and master.

All of the release notes should be updated as long as my PR in website
can be merged.
