because both would be run as same "runner", which means that they have 
to be run in single call to regression.py, thus PATH, INCLUDE and LIB 
settings will be common for both toolsets. Besides, IIRC support for 
running como on vc71 is "preliminary" thus it should not hurt tests if I 
run it on more supported (from POV of como) backend compiler, that is vc7.
