[Boost-testing] RSI-SoL tester temporarily down..

I took my tester offline while I compile and install GCC-4.0.0. I'll be 
switching to testing with that release to resolve the link issues 
related to the missing basic_iostream<char,...> symbols. It turns out 
it's a bug in in binutils-2.14. The issue has a workaround in the GCC 
mainline, and in the 3.4.4 branch. But 3.4.4 is not out yet.
