[Boost-testing] Cannot upload results

uploading results is failing, when I try it from the command line I get:
C:\Projects>ftp fx.meta-comm.com
Connected to accessor.meta-comm.com.
Connection closed by remote host.

if I try  ftp://fx.meta-comm.com/boost-regression/CVS-HEAD
I get:
Could not connect to FTP server, possibly because
of too many users. Please try again later.
