[Boost-testing] [iostreams][Beman] how to mark expected failures for gcc Windows

Hi Beman,

I'm trying to clear up the remaining iostreams failures. I'd like to mark the
two wide stream tests as expected failures for your gcc toolset, but if I do
this they'll be marked as expected failures for all the other toolsets which are
just called "gcc", even though they pass on Unix/Linux. Is there any chance you
change the toolset name -- to cygwin, for example?
