[Boost-testing] regression.py updated

Those runners who don't invoke the script's auto-update step, please
grab the latest version from
http://www.meta-comm.com/engineering/boost/regression.py.gz or the CVS
main trunk.

The update solves the problem with custom toolsets on Windows
(http://article.gmane.org/gmane.comp.lib.boost.testing/1616) and
implements "force-update" option as per
http://article.gmane.org/gmane.comp.lib.boost.testing/1592.
