[Boost-testing] vc-7_1 tests up and running [huber]

Hi there

The vc-7_1 testing is up and running:

Machine: 3.2GHz Pentium 4 HT, 1GB RAM
Testing time: Starts daily at 02:00 UTC, repeating every 4 hours
Runner ID: huber

I first tried to run my tests with a 2 hour interval, but my machine is 
too slow. Since meta-comm collects results every 2 hours it would be 
nice if another vc-7_1 tester could schedule his testing also every 4 
hours but starting 00:00 UTC, which would deliver results at an optimal 
pace...
