[Boost-testing] XML validation not possible???

I have just committed an updated version of explicit-failures-markup.xml 
but was unable to validate it beforehand. Of the two links in the file 
header:

http://apps.gotdotnet.com/xmltools/xsdvalidator/

- always exits with an error which I don't fully understand, and the 
service at:

http://tools.decisionsoft.com/schemaValidate.html

- has now been withdrawn.
