This paragraph needs a proper correction:

When libs/<lib>/test/Jamfile changes, the tests for <lib> need a full rebuild anyway. At this point removing the entire test results folder of that library (bin/boost/libs/<lib>/test) won't hurt and would automatically clean up tests that have been removed or renamed.

Now it should accurately express the idea.
