[Boost-testing] regression.py/Boost.Build v2 update (fixes)

I have attached an update to the V1/V2 version of regression.py that fixes 
the issues I have had relating to regression.py (the other problems are not 
regression.py related).

This includes the unicode fix on rmdir that was added recently and:
   def tool_path( name_or_spec, v2=None ):
to fix the build monitor traceback.
