[Boost-testing] [iostreams] [BBv2] No way to skip bzip2 test

The BBv1 Jamfile for the iostreams tests lets one skip the bzip2 and zlib
tests by using the variables NO_BZIP2 and NO_ZLIB.

We need similar support in the Jamfile.v2 in order to fix this error:
