[Boost-testing] Dated testing instructions

boost/tools/regression/index.htm still links to
boost/more/regression.html

which is hopelessly dated!

I guess we should delete this file and link to 
boost\tools\regression\xsl_reports\runner\instructions.html instead, no?

Even better IMO is to put the contents of this file into 
boost/more/regression.html in order to make it accessible more easily.
