Seems to indicate that either:

1. The sunpro compiler keeps a strict separation of <> and "" include
   paths, and we need to fix the toolset and python.jam to ensure that
   we give the right flags to search /usr/local/include/python2.3 as
   an angle-bracket path, or

2. There are no python headers installed in
   /usr/local/include/python2.3, indicating a likely tester
   configuration error.

Which is it?
