[Boost-testing] [graph]csr_graph_test.exe

This test does not compile with VC8 (neither 32 nor 64-bit). It does compile
with IC9.1+VC8 but seems taking forever to run (It had been running well
more than 4 hours before I killed it on a dual 3.4G Xeon with 4GB memory
server). Can  we either disable this test for IC9.1+VC8 or figure out why it
takes so long? The "monitored" feature of the regression test causes random
link errors so I cannot use it.

I have a copy of the executable and symbol file saved in case someone wants
to take a look.
