[Boost-testing] [metacomm-v2][cw-8.3][date_time][multi_index] problems with serialization

Hello, fresh results for CW 8.3 at metacomm show runtime
problems with serialization tests for date_time and
multi_index:

Curiously enough, tests for Boost.Serialization itself
(static version only) work OK!!

My (strong) hunch is that this is related to the recent
modifications done to this toolset to statically link by
default due to lack of std::locale support in the dynamic
version of the RT. Maybe some can have a manual look
and tell what's happening? The result outputs are not
very informative.
