[Boost-testing] 1.34 checkin for testtz_database/date_time_zonespec.csv

I just checked in a fix in rc 1.34 (and HEAD) for testtz_database.cpp to 
reflect correct results to correspond with 2007 US time zone rules data 
update.  Of course, this shouldn't precipitate any test failures -- just a 
head's up so everyone knows...
