[Boost-testing] Disabling Incremental Testing

Hi,

In my opinion the recent flurry of issues regarding outdated results has 
shown that the incremental testing support in our regression test suite 
is not there yet. To many usability issues. We absolutely need to 
improve the reliability of our regression tests. I therefor ask for 
incremental testing to be disabled and removed from regression.py
