Seems like a bad idea to me.  It's always possible something will need
to be fixed on the release branch (that's what release candidates are
for, innit?) and I don't think we want to have to restart all the
testers.  If you're doing incremental testing you shouldn't be using
any significant resources when nothing changes anyhow (?)
