Apologies for the trouble caused. I've changed the toolset name from the
default 'acc' to 'acc-A.03.80' by appending the version string. 

This is my user-config.jam file

$ cat user-config.jam
import toolset : using ;

using acc-A.03.80 : PA_RISC ;

using python : 2.3 : /boost-1.34.0-runs/Python-2.3-64bit  ; 
"

In order to post the results once again is it sufficient if I change all
occurances of 'toolset=acc' to 'toolset=acc-A.03.80' in the xml file
before ftping it's .zip to
ftp://fx.meta-comm.com/boost-regression/RC_1_34_0/??
