[Boost-testing] [huber] msvc7.1 testing on HEAD will stop in 2 weeks

Hi there

Since I'm moving to new hardware and a new OS, I will not be able to 
continue testing with msvc7.1 on XP.
I do have plans to eventually resume testing on the new box, but it will 
likely take considerable time (weeks) before I get around to setting up 
the environment (virtual machine etc.).
