Changes to the C code. I wasn't aware bjam had a timing rule. How does
it work and what does it do?

The C code already had timing code. It was commented out, and there was
no option to expose it to users. So I uncommented it, and added an
option to turn on reporting. It works on Windows, but I haven't tested
the Unix version, and wouldn't be surprised if the Unix version needs
some rework.

I can send you the changes if you are interested. But please wouldn't
delay any of your work; this was mostly an experiment to see if the
results produced anything interesting.
