[Boost-testing] Release regression test reporting

The machine running release reporting has been hit by a series of power 
outages over the last few days. The local electric coop is trying to 
find the problem and in any case I've ordered a UPS for that machine. In 
the meantime, the reporting schedule may be more erratic than usual.
