[Boost-testing] [1.37] [release branch] Permission to be a tester

Hello,

I'd like permission from the release manager to run MSVC 7.1 tests on 
the release branch.  I know that there is another runner running MSVC 
7.1 tests, but the fact that there are intermittent INTERNAL COMPILER 
ERRORS for fusion argues that multiple testers would be useful.
