I don't know if this is related at all or if it was just because i was
running incremental tests. but my last trunk run failed because it was
trying to check out the bjam 3.1.18 source into a directory that already
contained a 3.1.17 checkout (which caused a subversion error).

I manually deleted the tools_bjam directory, and then it worked ok.
