And it's a bare minimum fresh 9.3 install into a vm with just python, curl, and git added. And nothing else. I used this as the test command:
$ python run.py --runner=TESTING --toolsets=clang --libraries=predef

Both master and develop branches shunt with:
ERROR: rule "gcc.init" unknown in module "toolset".
Technically, it shunts not finding process_jam_log.
