Things have changed since 18 Oct 2002, when I wrote that.
The instructions for rebuilding bjam are at:

http://www.boost.org/tools/build/jam_src/index.html#installing

If you're going to invoke it from within cygwin, you want the "Unix
type platform" instructions.
