In that case you need to compile bjam from the sources in CVS...

Go to the tools/build/jam_src directory, and making sure that the MinGW 
bin directory is in your PATH run:

        build.bat mingw

It will produce a bin.ntx86/bjam.exe. Copy it someplace to you liking.

Or if you are willing to wait.. I'll be making a bjam 3.10.0 version 
available tomorrow.
