I've reproduce your problem with dev-cpp/mingw. Usually i work with
standalone mingw (actually 3.3.1), and bjam always builds fine. There is
something wrong long file names handling in dev-cpp version.

Try mingw (www.mingw.org) or development version of dev-cpp.
