Just my 2c.
Don't forget that the aim should be to provide a site thats both
functional and EASY to use. I've briefly looked at Plone, and my first
impressions were that while it seems to be extremely comprehensive and
have loads of features, you could spend days learning how to configure
it and it took a while to work out how a user should add content to it.
Admittedly I didn't spend that long on it, and it might be possible to
configure things to make it easier.

One of the main advantages that I can see in a Wiki is that it's
relatively familiar to people, and in some respects is "self
maintaining", in that it doesn't require dedicated admins to look after
it.
