removed "/pre-built" from the jam file and then all was ok.
I am not sure why 'pre-built' is there since a pre-built library can be
installed in any location that people want. Shouldn't this be removed?
If not then perhaps PTW32_LIB can be added as additional directory to
search for the lib and include files without the 'pre-built' qualifier.
