Ok, found the problem. Below is my Makefile.
Make install rather than copying to /acct/a/adf/DIR_Boost/include/boost
instead copied to /acct/a/adf/DIR_Boost/include/boost-1_33_1/boost
I simply moved boost up one level and it worked.
In case anyone else has the same issue on AIX,
Add these to PATH:
~/DIR_Boost/include
~/DIR_Boost/lib
Compile with:
g++ -I ~/DIR_Boost/include c.cpp
