How do I make it refer to the root directory rather then the working
directory?

That most likely is the problem, since those are (probably) different
directories. c:folder refers to a directory or file named "folder" in
the **current working directory** of C:, whereas c:\folder refers to a
directory or file named "folder" in the root of C:.
