If you downloaded a release tarball then the docs should be there already.

If you're talking about current SNV/trunk then the docs would have to be 
build with bjam from boost-root/doc (caution takes a long time!).  Otherwise 
you'll get redirected to a nightly build of the docs online (I hope).
