Some time ago I did some partial restructuring of the SVN tags and
branches. It would be easy to do some more for the release tags. IN
particular I did the tools tags
<http://svn.boost.org/trac/boost/browser/tags/tools>. I could certainly
move the release to a "tags/release/1_XX_Y" structure.
