I've also added these paths to visual studio.
I get the following error:
libs\graph\src\graphml.cpp(13) : fatal error C1083: Cannot open include
file: 'expat.h': No such file or directory
Any help appreciated.

Using MS VisualStudio or bjam? You probably have to add the include
directory to the include search path. I haven't used VS in quite some
time so I forget how its done.
