There are no hyperlinks in that text.  

What is this referring to?

It does not seem to be the global release notes, which don't mention
changes in test even when they occurred (e.g., 1.33).  Nor can I find
something in the docs for test, or groping around in the svn source
tree.

Ideally, I'd like a history of changes across different releases, so I
know what I need to make my code compatible with the different versions.
I'm hoping for something a little higher level than svn diff.
