Not exactly one written in C++, but Haru (http://sourceforge.net/
projects/libharu/ and http://libharu.org/wiki/Main_Page) can be used
to create PDF files in C++. It is written in ANSI C and has been
tested to work with GCC and several compilers on Windows.
