Why does the common file utf8_codecvt_facet.cpp include utf8_codecvt_facet.hpp =before= including boost/config.hpp?

The wrapper boost_1_43_0\libs\program_options\src\utf8_codecvt_facet.cpp must itself include config first or it won't work.  So putting the config include here is useless as it can never be used there.
