The utf8_codecvt_facet.hpp file uses BOOST_* configuration macros without itself including any kind of configuration.  The config must be included by the translation unit before including utf8_codecvt_facet.hpp.

So, including utf8_codecvt_facet.hpp and then including the config file doesn't make sense.  The config must be included first.
